GLWD First Education City Pilot Programme

GLWD First Education City Pilot Programme

GLWD Investment Company Limited is the implementing platform for the Green Line White Dots Initiative, a Nigerian social infrastructure development strategy conceptualised by MDG Investment Company Limited. GLWD's mandate is to design, build, operate and scale integrated social infrastructure through a private-sector-led, sustainability-focused model. The First Education City Pilot in Delta State, Nigeria is the first demonstration of that model.

Current Stage: Project Development and Partnership Mobilisation

The Education City Model

The GLWD Education City is an integrated, master-planned community platform. The model brings Education, Primary Healthcare, Sports and Youth Development, and Enabling Infrastructure together within one coordinated environment, supported by residential, commercial and community facilities phased according to local need.

  • Education Centre: Nursery and Primary School (approximately 750 students), Secondary School (approximately 750 students) and an 800 sqm Skills Acquisition and Training Centre covering TVET, STEM, digital skills and vocational pathways. Total reference capacity: approximately 1,500 students at full utilisation, with free basic and secondary education at point of use.
  • Primary Healthcare Centre: Approximately 1,000 sqm community-level facility with reference capacity of approximately 20,000 patient visits annually. Services include primary care, maternal and child health, antenatal and postnatal care, immunisation, family planning, basic diagnostics, pharmacy and referral to secondary and tertiary facilities.
  • Sports and Youth Development Centre: Approximately 15,000 sqm multifunctional facility including a standard football pitch, multipurpose indoor sports hall, athletics facilities, outdoor courts, coaching and administration spaces, and changing facilities. Serves Education City students and surrounding communities through school sport, youth leagues, coaching programmes and community recreation.
  • Infrastructure and Enabling Services: Common infrastructure platform covering internal roads, drainage, water supply and distribution, sanitation, electricity distribution, renewable energy, digital connectivity, waste management and shared facilities management. Infrastructure is designed as an integral part of the social service model, not a separate afterthought. The wider Education City also includes phased staff and community housing and commercial facilities, introduced progressively according to site capacity, demand and the final master plan.

The wider Education City reference model uses an approximately 100-hectare planning envelope. For the First Pilot, this is a planning benchmark, not a fixed land requirement. The final footprint will be confirmed through site selection, master planning and feasibility.

The Four Integrated Pilot Components

An integrated K-12, STEM, digital learning and TVET platform serving children and young people across Nursery, Primary, Secondary and vocational levels.

Primary Healthcare Centre

A community-level facility delivering primary care, maternal and child health, immunisation, diagnostics, pharmacy and referral services to Education City residents and surrounding communities.

Sports and Youth Development Centre

Sector: Sports and Youth Development

A multifunctional community sports facility serving Education City students and surrounding communities through football, indoor sports, athletics, coaching and youth development programmes.

Infrastructure and Enabling Services

Sector: Infrastructure and Community Development

A shared infrastructure platform providing roads, drainage, water, sanitation, electricity, renewable energy, digital connectivity and facilities management for the whole Education City.

Why One Pilot Before National Replication

A national ambition of this scale requires validated evidence, not assumptions. The First Pilot provides a controlled environment in which GLWD will test, learn and refine the model across planning, delivery, operations and impact before any progressive expansion is undertaken. The wider Initiative contemplates a national network of up to 1,185 Education Cities, with sequencing determined by what the First Pilot demonstrates.

Current Development Position

GLWD has established the principal programme-level foundations required to advance the First Pilot: the integrated Education City concept, reference models for each component, preliminary financial benchmarks, and governance, ESG, risk and impact frameworks.

The immediate next stage is site-specific project development, encompassing formal engagement with Delta State Government, site identification and confirmation, feasibility studies, master planning, detailed design and procurement mobilisation.
