Green Line White Dots Initiative

GREEN LINE WHITE DOTS INITIATIVE

Transforming Nigeria's Social Infrastructure Through Integrated Community Development

The Green Line White Dots Initiative is a Nigerian social infrastructure development strategy conceptualised and proposed by MDG Investment Company Limited to catalyse and accelerate investment in social infrastructure across Nigeria. Implementation of the Green Line White Dots Initiative is undertaken by GLWD Investment Company Limited.

GLWD's mandate is to design, build, operate and scale integrated social infrastructure, including basic and secondary schools, primary healthcare centres, sports complexes and enabling city infrastructure, through a private-sector-led, sustainability-focused model. The programme targets underserved communities nationwide and aligns directly with Nigeria's human capital development priorities.

Delivery is anchored on the Education City model. Each Education City is a 100-hectare master-planned zone that houses the Education Centre Complex, consisting of a school, a primary healthcare centre and a sports centre. It also includes a broader city platform incorporating housing, commercial areas, roads, drainage, utilities and transport, so that social infrastructure is delivered within a complete and functional community environment.

Why the Initiative Exists

Nigeria's human-capital challenges cannot be understood through a single sector. Education access and learning, primary healthcare, youth development, water, power, sanitation, transport and digital access interact directly with one another. Weakness in one system frequently reduces the effectiveness of another.

The GLWD response is therefore based on integration: social facilities are planned together with the infrastructure and community systems required to keep them functional.

The Education City Model

The GLWD Education City is conceived as an integrated master-planned community centred around an Education Centre, Primary Healthcare Centre and Sports and Youth Development Centre, supported by the infrastructure and community facilities required for those services to function effectively.

EDUCATION

Nursery/Primary, Secondary, STEM and digital learning, skills development and TVET.

HEALTHCARE

Community-level primary care, maternal and child health, prevention, screening and referral.

SPORTS & YOUTH DEVELOPMENT

School and community sport, coaching, youth engagement, recreation and talent-development pathways.

INFRASTRUCTURE & ENABLING SERVICES

Roads, drainage, water, sanitation, power, renewable energy, digital connectivity and shared infrastructure.

A Long-Term National Vision

The wider Initiative contemplates the progressive development of a national network of up to 1,185 Education Cities across Nigeria. The geographic allocation, sequencing and site configuration of future Education Cities will be determined through phased needs assessment, government engagement, feasibility analysis and lessons generated from the First Pilot.

First Education City Pilot: Delta State, Nigeria

The First Education City Pilot is proposed as an integrated social infrastructure project combining education, primary healthcare, community sports and essential enabling infrastructure within a planned community environment. Its purpose is to demonstrate a credible implementation model before wider national replication.

Delta State has been selected because it provides strategic continuity with the wider MDG/OHL development platform and offers a suitable context for structured government engagement. The Pilot is currently at the project-development and partnership-mobilisation stage.
